. complete bay area news coverage starts right now. this is the 10:00 news on ktvu channel 2. ♪[ music ] >> a song of sorrow as stunned members of uc community grieve after a deadly rampage along the streets near a santa barbara campus. >> it's not -- it's not place that you would expect something like this to happen. >> good evening, i'm ken wayne. >> hello everyone i'm heather holmes and we begin with the latest developments in that mass shooting near uc santa barbara. in all seven people are dead. that includes the gunman. police say 22-year-old elliot rhone was heavily armed and

mentally disturbed when he launched what he called a "a day of retribution," starting in his apartment, stabbing three men to death and went to a sorority house where he shot and killed two women. next he drove to a deli, where he killed a man, a uc santa barbara student. he kept driving and shooting until he died during a gunbattle with sheriff's deputies. >> three 9 mm. semi-automatic handguns were recovered from the suspect's vehicle. we have determined that all of these weapons were legally purchased from federally linessed firearms dealers and that they were all registered to the suspect. >> the sheriff said that deputies shot rodger in the hip, but that he apparently died of a self-inflicted gunshot wound to the head. his bmw was taken away as evidence. >> tonight we're getting a look at newly released surveillance video from the deli, the site of one of those

shootings. people inside dropped to the floor as glass on one of the refrigerator doors shatters. >> the santa barbara sheriff's office says it's going over 12 different crime scenes at ten different locations in the beachside community. >> the shooter is son of a hollywood director, who was hant director on the "hungry games." hours before the shooting, rodger posted a video to youtube, where he ranted against women who snubbed him. rodger also published a 140- page manifesto. he was a student at santa barbara city college. hundreds gathered on the campus of uc santa barbara to mourn the victims. >> ktvu's debora villalon is live at the university with more on tonight's emotional memorial. debora. >> well, they were innocent and the vigil is -- the tail-end of it still going on here in this park. there are a few hundred people

here, having sort of an open- mic time and occasionally we hear applause. it's all about communication against violence and elliot did not go to uc santa barbara and the shooting of course didn't happen on-campus, but isla vista and the school are intertwined. ♪[ music ] >> reporter: it was a stunned and silent crowd. thousands of students, staff, santa barbaraans at dusk, the center of campus. >> let us now take a moment of silence to remember those we lost. >> reporter: students, veronica weiss, and other names withhold. >> mainly it's an air of disbelief. >> many science the crowd made its way to isla vista, walking

the same streets that the killer did, it streets lined with apartments and shops and streets that they want to believe are safe. >> by now everyone has seen el lots rodger' video, heard the hate and the threats. >> i think it could have happened anywhere. this could go wrong anywhere. some could have these thoughts and problems anywhere, but it's sad that it happened here. >> it's a college town and every college town with parties and everything, but it's just not -- not the place that would you expect something like this to happen. >> reporter: sheriff's deputies who checked on rodger om last month at his family's request described him as "polite" and even shy and left without realizing he had guns and a plot. students too wondered what they may have missed? >> why did he feel this way? >> it's the quiet ones that you don't really see coming. they don't give off too much -- they don't give too many signs. >> reporter: so the march ended in this park

here in isla vista, a community of some 20,000 people, almost all of them students. the school still has two weeks left and a week of finals, which is going to be a real challenge, given the scope of the tragedy here. reporting live, in isla vista, debora villalon. >> the familiar of one victim said his son had a bright future and his death has left them broken. >> our family has a message for every parent out there, you don't think it will happen to your child, until it does. >> martinez spoke out against ongoing gun violence that never seems to end. >> when will enough people say stop this madness, we don't have to live like this! too many have died! we should say to ourselves, not

one more. thank you. >> his son was a sophomore at ucsb and was just 20 years old. the sheriff said his deputies had prior contacts with the gunman elliot rodger. the family member notified authorities several weeks ago because of some alarming youtube videos. in the most recent one, rodger described chilling plans to slaughter sorority women who rejected him and to open fire on the streets of isla vista. deputies confirmed that they did a welfare check on april 30th, and found rodger to be "polite and courteous." along with those youtube rants rodger shared a 140-page manifesto with a uc berkeley student who he met in an online forum of it's full of frustration about not being able to find rhommance and writes "i am not meant to live such a pathetic, miserable life. that is not my place in the world. i will not bow down and accept such a horrific fate."

our coverage continues at 10:30 tonight with how the head of the uc system reacted to today's shootings during a visit right here to the bay area? plus another university president who has faced a similar tragedy. the memorial day weekend is in full gear and many bay area cit ies are saturated with dui patrols and one checkpoint is underway. >> reporter: ken, this checkpoint has been underway for about 45 minutes and officers are pulling cars into the lane, trying to make sure that people are not drinking and driving and so far tell me one person has been arrested for driving under the influence of marijuana and a couple of other drivers with undergoing field sent tests in the ingleside entrance. officers set up this checkpoint about 8:00 tonight, putting up signs and funneling traffic down to one lane.

officers started stopping drivers around 9:15 this evening and so far they have stop more than 100 cars. >> they come up, and they get funneled into a single lane and at that point it's a mutual formula, random pick. as five cars come up, we wave them into your five interview stall and release five cars. >> reporter: the sergeant says typically during a holiday weekend, anywhere from 5-10 will fetarrested for driving under the influence and many will get stopped for trying to avoid the checkpoint and officers typically write 20-40 citations for suspended licenses and other violations. >> the end goal is primarily to keep the streets safe for the drivers trying to get home safely from parties or family functions or going out to dippers, so that the roadways are safe and for education. >> reporter: now many different agencies are

taking part in this, including the san francisco police department san francisco state ucsf and the department of alcoholic beverage control and the san francisco sheriff's department and this isn't the only dui checkpoint in the bay area area. cities and counties across the bay are conducting checkpoints and other enforcement programs. the police tell me that they plan to be here up to close to 3:00 a.m., to keep the roads safe on this holiday weekend. live in san francisco, cara liu, ktvu channel 2 news. the first part of a three- part seismic fitch on interstate 280 in san francisco went off without a histaccording to caltrans. caltrans closed off a stretch of the highway to do that construction and today's concrete pour was one of three scheduled to fix a problem with a hitch problem that allows contraction and contribution including those caused by earthquakes. closed section is set to re-

open by tuesday morning at 5:00 a.m.. new at 10:00, haroing moments and great relief as two surfers were rescued from the strong currents at san francisco's ocean beach. this is what the rescues looked like from the shore. officials say both of those surfers were in real danger of drowning. neither firefighter who had responded had ever carry outside eight real surf rescue, but say this exactly what they trained for to bring the two men to safety. >> it's always exciting when your fire department is here to serve you and it's always exciting to come out and provide a good outcome. everyone onshore was very distressed watching family members possible drowning. >> one firefighter said it was a couple of weeks ago that they

underwent surf rescue training. a kayaker found a body in near alviso marina. the sheriff's office says it's too early to know whether he was a victim of foul play or even how long the body was in the water. a group of boaters had to jump ship off the san mateo county after their vessel collided with a whale. this is the picture of the boat abandoned near pescadero point this afternoon. the five people called 911 to ask for help after they say they hit a whale and lost power. those aboard were able to get out safely. officials say they believe that the whale is okay. now to this nice weather, this holiday weekend as we take a live look at the clear conditions at the bay bridge. what a beautiful shot. today receivers

. police are investigating a deadly crash near sebastopol. the victim was apparent wily trapped underwater after the crash. the press-democrat reports he is identified as 41-year-old hoeuth hin of santa rosa. a robbery suspect in a deadly car crash in san leandro last night is now facing a murder charge of the crash happened on san leandro boulevard near apricot street. police say the accident began when a man tried to buy an electronic item with counterfeit money and when the clerk notices that the money was fake, he fled the building. the police were called and a high-speed chase was followed. police say they called off the chase before the car hit the building. a woman inside the car was killed in the crash. the man is injured and currently in the hospital in police custody. a man was arrested atoday's

vallejo farmer's market after police say they caught him trying to look up a woman's dress. police on bikes were on patrol when they say they saw this man emmitt reed using a camera. the 36-year-old was booked into solano county jail. a rave is underway in richmond with concerns about safety. richmond fire crews were called out half a dozen times to last night's event. contra costa times say there were four medical calls for drug overdoses and two false alarm. the museum event goes to 1:00 a.m. tonight and from 5:30 to 1:00 a.m.. the cub scouts and boy scouts marked memorial day at the presidio. after a flag raising ceremony this morning, hundreds of scouts and their families placed flags on the graves of veterans. they say the small act of

beach in marin county could be clean enough to off of the state's list of beaches with bad water. ktvu's cristina rendon shows us the changes and how visitors are reacting. >> reporter: the rolling wave as muir beach are always tempting. >> the water looks nice to play in. >> reporter: and now it's safe to do just that, if you can stand the cold. >> it's frigid. it's freezing actually. >> the san francisco bay water quality control board is recommending it be removed froms the list of impaired waterways. high bacteria levels posed a risk to swimmers and surfs he. >> if i had known that, i would have probably had second thoughts about going, but i would say i had a positively refreshing experience. >> reporter: the california water resources control board says the water is safer because of a recent restoration project. >> i didn't notice anything that would make me feel it was unsafe. so they did a good job. >> reporter:

here in the barack also had trouble this evening. his small plane skidded off the runway at buchanan field in concord. he wasn't hurt and no one else was on board the airport is a home built plane made by manufacturer called glasair. the landing gear apparently collapsed when it hit the runway. >> the community of sedona is on alerts a huge foster fire continues to burn near the scenic community. the slide fire has burned 16 square miles in the area between sedona and flagstaff. firefighters made progress today, reaching 5% containment, but the rugged terrain is making the flames tough to battle. the fire is expected to double in size before it comes under control. it was caused by crews trying to clear the forest of brush. life is a little easier for restaurant owners in portland, oregon after the city officials

lifted the boil water notice. yesterday there was e.coli noticed in the supply. home and businesses were told to boil water before using it. following clean water tests today, the order was lifted. >> a massive manhunt is underway in belgium after a gunman opened fire inside the jewish museum after killing three people and injuring others. the foreign ministry said two of the dead were tourists viving the museum in brussels. belgium has a jewish population of 42,000, halfm whom live in brussels. >> pope francis is calling on a pilgrimage for prayer. thousands of faithful packed the stadium in aman, jordan for mass. jordan is a major muslim nation

wrapping up. debora. >> reporter: people are sad and stunned. they are expressing confusion and disbelief. this vigil is about three hours' old now. it's still going on. and it began of course at the 10-minute walk away at the uc santa barbara campus, where several thousands gathered at dusk and lit candles and stood in silence and listened to songs as a show of solidarity against violence and made this pilgrimage to the park in isla vista, the community where the rampage happened. speakers going up on the stage in an amphitheater and theiring their thoughts and fieldings feelings about the six innocent victims killed in the rampage. there will be counselors oncampus tomorrow and through the memorial day weekend. plaza. >> reporter:

this is going to be a very intense end of year for uc santa barbara, they still have three weeks left of school. the head of the university of california system tried to reassure systems and families following yesterday's rampage. ktvu's patti lee has reaction from janet napolitano and another university official who has sadly faced a similar tragedy. >> reporter: janet napolitano addressed the shooting as the president of the university of california system. >> first let me say how shocked and saddened i am by the shootings in santa barbara yesterday. >> the former head of homeland security says the victims, survivors and their families are the priority. next comes reassuring the ucsb community and students are preparing for the finals. the school year ends in june. >> they clearly implicated our

campus community and we want to make sure that the members of our campus community feel safe, and that the campus continues to thrive. >> reporter: friday's tragedy brings back memories of the mass shooting at oikos university where students were killed. the school's found irdid not want to talk on-camera, explaining his grief is already unbearable and knowing that other families are suffering the same pain today break his heart. the governor with a statement released earlier tote "ann and i were saddened to learn of this senseless tragedy and our thoughts and prayers go out to those mourning their loves ones during this difficult time ritch patti lee, ktvu channel 2 news. you may remember 14 years ago a man killed four people in isla vista with similarities to

last night's tragedy. attias was a santa barbara student when police say he deliberately hit five people with his car in february of 2011. at the time witnesses say he screamed that he was "the angel of death." attias is the on of television director daniel attias. he was found not guilty by reason of insanity. >> the team began receiving urgent texts and phone calls last night. many of the players know students who lived near one of the shooting locations and a brother of a student at santa barbaracy college heard the gunfire erupting. >> she actually saw the crime scene. there was blood everywhere and she said it was pretty horrible. >> our first reaction was that we were glad they were here at uc davis playing baseball. >> a lot of emotions ran
